State School Employment Requirements

  1. General Requirements (All States)

  2. Individuals becoming a substitute teacher, para-professional, classroom aide, or other educational position must meet State and ESS Midwest requirements. In addition to these requirements, the applicant should have some basic experience related to all duties connected to managing a classroom of students to ensure learning objectives are achieved. These will include:
    • Be 18 years of age or older
    • Excellent communication skills (written & oral)
    • Highly organized with exceptional time management skills
    • An interest in working with students of various age groups, if applicable
    • Ability to create a positive atmosphere and manage conflict
    • Professional demeanor and personal integrity
    • Ability to demonstrate safe work habits and maintain a safe environment for students
    • Ability to successfully pass all criminal background checks
    • Must complete all required on-line training modules provided by Global Compliance Network (GCN)
    • Ability to travel to various buildings within the district(s)
    • Adherence to all ESS Midwest policies and all school district policies/guidelines

  3. Key Responsibilities

    • Report to office upon arrival at school. Request clarification of school rules and procedures, if necessary
    • Report all student injuries, accidents, illnesses, and discipline problems to the appropriate authority immediately or as soon as reasonably possible
    • Supervise students out of class, such as in the hallways, cafeteria or sports facilities
    • Return materials, equipment, and keys to proper place, if applicable
    • Respect and maintain confidentiality of student and school personal information
    • Take all necessary and reasonable precautions to protect students, equipment, materials and facilities
    • Perform other related duties as assigned by building administrators in accordance with school/state policies and practices

  4. Physical Requirements

    • Perform duties as directed by the school administration or ESS
    • Frequent walking, standing, stooping, lifting and other physical activities may be required
    • Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels
    • Visual acuity is required for determining the accuracy and thoroughness of work, and observing general surroundings and activities
    • Subject to inside and outside environmental conditions, noise, and hazards. Ability to work in occasional adverse weather conditions if applicable to position
    • Occasional movement of students by wheelchairs and other mechanical devices may be required
    • Daily personal and close contact with children to provide classroom management and learning environment support is required for classroom positions
    • Regular contact with other staff members and building administrators is required

    • All applicants must hold a high school diploma or GED
    • All substitute teachers must provide a copy of a valid teaching certificate OR official transcripts verifying the completion of 60 semester credit hours combined from one or more regionally accredited two or four year colleges or universities, with a minimum GPA of 2.0. Other substitute positions, (such as para-professionals, aides, etc.) do not have these requirements.
    • The State of Michigan requires all substitute teachers to possess an unexpired Michigan teaching certificate or obtain a substitute permit. Other substitute positions, (such as para-professionals, aides, etc.) do not require a permit.
    • Individuals applying for substitute permits must:
      • Pay the appropriate fee prior to working as a sub teacher (Please note that the substitute permit is valid for the current academic year only).

  2. Background Check Information

    • The State of Michigan requires a background check that is maintained at each school district where the substitute works. There are several vendors statewide as well as School Districts and ISD’s that provide fingerprinting services for a fee. Some districts may not share this information in order to protect your privacy.

    • The State of Indiana requires all substitute teachers to possess an unexpired Indiana teaching certificate or to obtain a substitute permit.
    • Individuals applying for substitute permits must:
      • Hold a high school diploma or high school equivalency certificate.
      • Pay the appropriate fee
      • Meet the requirements of the school corporation. (Please contact the school corporation for more information.)
    • Additional permit information is available at the Indiana Department of Education website.
    • Permit applicants should apply via the Indiana Department of Education's Licensing Verification and Information System (LVIS) website.
    • Substitute permits are valid for three years beginning on the date payment is received.
  2. Background Check Information

    • A Safe Hiring Solutions background check and an E-Verify verification of eligibility are required.
    • The appropriate fee must be paid.
    • If these checks have been completed within the last 90 days and the district is willing to share, the results can be forwarded to ESS Midwest for review.
  1. Certifications and Licenses

    • The State of Arkansas requires all substitute teachers to have a High school diploma or GED
    • Some districts increase pay based on education level and certifications. Education levels and certifications must be verified with a copy of United States accredited college transcripts and/or State of Arkansas teaching certificates.

  2. Background Check Information

    • Arkansas State Police, FBI, and Child Maltreatment Central registry background checks are required
    • The appropriate fee must accompany the background check application.
    • Links to available forms are provided during the application process.
    • If you are changing employers or have not had your background check done within the past year, a new background check is required to begin employment. Arkansas Act 1040 of 2019 now requires a new background check every 5 years.

    • It may take up to 60 days for results to be posted (ESS Midwest has no control over this timeframe). Applications cannot be processed until the ASP, FBI and CMC results are posted.

    • You will be required to register at https://www.machs.mshp.dps.mo.gov/MACHSFP/home.html.
    • Your fingerprints and facial image with be captured as part of the fingerprinting process
    • The Fee for fingerprinting ranges from $40.00-$50.00
    • Your fingerprinting results are available to designated school districts

    FCSR Check Requirements

    • The background check process also requires a background screening through FCSR, (Family Care Safety Registry) and can be completed online at the web address provided below.
    • You will be required to register at https://healthapps.dhss.mo.gov/BSEES/Main.aspx
    • The fee to register online is $14.00 plus a $1.25 processing fee.

    • The State of Missouri requires all substitute teachers to possess an unexpired Missouri teaching certificate or to obtain a substitute (Content) certificate.
    • You must have completed either of the two education options below
      • You must have at least 36 College credit hours from an accredited college or university
        • You are required to submit Official transcripts with your application
      • OR
    • To apply for a substitute content certificate if you do not possess an unexpired Missouri teaching certificate and wish to be a substitute teacher.

    • The State of Alabama requires all substitute teachers to possess an unexpired Alabama teaching certificate or to obtain a substitute license.
    • To apply for a substitute license, you are required to complete an application for a substitute license at https://www.alabamaachieves.org/wp-content/uploads/2021/02/FORM-SUB.pdf
      • Provide the district with verification of high school completion.
      • Obtain a background check.
      • Submit the application to the school district.
      • Pay the substitute license application fee of $30.00 to https://www.alabamainteractive.org/education/.
      • Your substitute License is good for 5 years.

    • APPLICANT WILL NEED:
    • A computer, tablet, or smartphone with internet access.
    • A valid email account
    • You are required to be fingerprinted.
    • In order to be fingerprinted, you must create an ALSDE Identity Management (AIM) account
      where you will receive an ALSDE ID# -instructions-
    • Fee of $46.20 paid by debit card, credit card, or PayPal account (prepaid debit card or credit cards are acceptable)
    • Ability to provide commonly known personal information (SSN, DOB, DL#, Height, Weight, etc.)
    • IMPORTANT: St. Clair County School District has a Minimun Age Requirement of 21 years in order to work in the district.

      individual school districts may require additional educational requirements.

    • The State of Texas requires all employees working in an educational arena to complete an in-depth background check.
      • After verifying you have NOT been fingerprinted in Texas for an Educational entity previously, you will receive a fast pass via email.
      • If you have been fingerprinted for an Educational entity, your background check will be subscribed to. You will NOT need to be fingerprinted again.
    • The background check process produces a criminal history report which contains any federal or state criminal records held on the applicant. Those records are used to determine if an individual has been involved in any criminal activities which would preclude them from working in an educational environment.
    • The state of Texas requires the date of birth to review background checks. This information will be used for background check verification only and will not be used in making a hiring decision.
    • You are required to pay for your own background check when scheduling the appointment.
    • Applicants cannot be processed without a valid background check.
